ETSI TC Cyber Working Group for EUSR (CYBER-EUSR)

The ETSI Technical Committee on Cybersecurity Working Group EU Standardisation Requests (CYBER-EUSR) is developing vertical standards in support of the implementation of the Cyber Resilience Act (CRA). These standards will specify cybersecurity requirements for digital products to provide presumption of conformity with the essential requirements of the CRA.

General methods for migration of cryptographic algorithms (ITU-T X.506)

Recommendation ITU-T X.506 | ISO/IEC 9594-13 establishes the background for the necessity for establishing crypto agility in the light of coming quantum computers but also when currently used cryptographic algorithms are considered unsafe. It does not alone describe WHY migration is required but also specifies in detail HOW migration is performed. It defines principles for how public-key certificates, attribute certificates and communication protocols can be prepared for migration and it provides tools for how migration can be established. The considerations on migration of public-key certificates are consistent with the approach specified in Rec. ITU-T X.509 | ISO/IEC 9594-8. The approach taken for migration of communication protocols is consistent with the one taken for public-key certificates to allow for a consistent migration strategy. Recommendation ITU-T X.506 | ISO/IEC 9594-13 is technically aligned with IEC TR 62351-90-4 for the electrical power industry.

These standards shall provide specifications applicable to vulnerability handling processes, covering all relevant product categories, to be put in place by manufacturers of the products with digital elements. Those processes shall at least allow to: (a) identify and document vulnerabilities and components contained in the product, including by drawing up a software bill of materials in a commonly used and machinereadable format covering at the very least the top-level dependencies of the product; (b) in relation to the risks posed to the products with digital elements, address and remediate vulnerabilities without delay, including by providing security updates; where technically feasible, new security updates shall be provided separately from functionality updates; (c) apply effective and regular tests and reviews of the security of the product with digital elements; (d) once a security update has been made available, share and publicly disclose information about fixed vulnerabilities, including a description of the vulnerabilities, information allowing users to identify the product with digital elements affected, the impacts of the vulnerabilities, their severity and clear and accessible information helping users to remediate the vulnerabilities; in duly justified cases, where manufacturers consider the security risks of publication to outweigh the security benefits, they may delay making public information regarding a fixed vulnerability until after users have been given the possibility to apply the relevant patch; (e) put in place and enforce a policy on coordinated vulnerability disclosure; (f) take measures to facilitate the sharing of information about potential vulnerabilities in their product with digital elements as well as in third party components contained in that product, including by providing a standardised contact address for the reporting of the vulnerabilities discovered in the product with digital elements; (g) provide for mechanisms to securely distribute updates for products with digital elements to ensure that vulnerabilities are fixed or mitigated in a timely manner, and, where applicable for security updates, in an automatic manner; (h) ensure that, where security updates are available to address identified security issues, they are disseminated without delay and, unless otherwise agreed between manufacturer and business user in relation to a tailor-made product with digital elements, free of charge, accompanied by advisory messages providing users with the relevant information, including on potential action to be taken.

CRA SR M/606 PT2 Cybersecurity requirements for products with digital elements - Generic security requirements

This document provides generic technical cybersecurity requirements for products with digital elements including their remote data processing solutions to fulfil the Essential Requirements of Annex I, Part I, (2)(a) through (2)(m) of the CRA. Where appropriate, multiple alternative requirements are provided that can be chosen from on a risk basis. The standard will include generic assessment criteria to support compliance of products with digital elements with the essential requirements of the CRA as listed above. Guidance will be provided to support the user of the standard in selecting the appropriate requirements to address the identified risks demonstrating the relation between cybersecurity threats and requirements. The EN 18031 series will be used as an input.

For security evaluation of biometric verification systems and biometric identification systems, this document is dedicated to security evaluation of presentation attack detection applying the ISO/IEC 15408 series. It provides recommendations and requirements to the developer and the evaluator for the supplementary activities on presentation attack detection specified in ISO/IEC 19989-1.

This document is applicable only to TOEs for single biometric characteristic type but for the selection of a characteristic from multiple characteristics.

Information security — Criteria and methodology for security evaluation of biometric systems Part 2: Biometric recognition performance (ISO/IEC AWI 19989-2)

For security evaluation of biometric verification systems and biometric identification systems, this document is dedicated to the security evaluation of biometric recognition performance applying the ISO/IEC 15408 series.

It provides requirements and recommendations to the developer and the evaluator for the supplementary activities on biometric recognition performance specified in ISO/IEC 19989-1.

The evaluation of presentation attack detection techniques is out of the scope of this document except for presentation from impostor attempts under the policy of the intended use following the TOE guidance documentation.

For security evaluation of biometric recognition performance and presentation attack detection for biometric verification systems and biometric identification systems, this document specifies:

—    extended security functional components to SFR Classes in ISO/IEC 15408-2;

—    evaluation activities to methodology specified in ISO/IEC 18045 for SAR Classes of ISO/IEC 15408-3.

This document introduces the general framework for the security evaluation of biometric systems, including extended security functional components, and evaluation activities to methodology, which is additional activities and guidance/recommendations for an evaluator to handle those activities. The evaluation activities are developed in this document while the detailed recommendations are developed in ISO/IEC 19989-2 (for biometric recognition performance aspects) and in ISO/IEC 19989-3 (for presentation attack detection aspects). This document is applicable only to TOEs for single biometric characteristic type. However, the selection of a characteristic from multiple characteristics in SFRs is allowed.
